Just did go through FAQ and found:

Q. Can I still make free local calls?
A. Yes. Calls to local numbers are still free. Note they will now go through WorldxChange.

I'm interested in red color. Does it mean that in the future it will cost something?

they ar free now with TNZ, and once you move the VFX, they will still be free.

(as is my understanding)
