Calling a Vodafone NZ mobile number from a landline and I'm getting: "The number you are trying to reach is not permitted to receive calls".
It is the first time I have heard this message ever.
Can anyone tell me the possible reasons?

Yes barred for incoming Voice calls
Account not paid up and connection is now restricted
Calling a data PS only connection and the Voice bearer is barred
