I'm just a little unsure on this, but is TelstraClear's current CDMA Mobile service considered to be on the Telecom network (on-net)?

Asking because Telecom XT (and the older CDMA plans) still have some on-/off-net pricing differences.

Yes TCL CDMA is on net. However Telecom XT does not, with the exception of My Favourites, have any on net pricing on consumer plans. Business on net pricing extends to Share plans.

) as XT's new "One Rate" plans sounded like they only had "one rate".... but I found this little one:

There are "some" *1 on/off net plans for XT voice but they are not available to the general consumer base.

*1, I know of one that gives 100 anytime minutes to Telecom numbers or 200 off-peak minutes to any NZ standard voice capable 021/022/023/027/028/029/03/04/06/07/09 number.

SMS the number to 300, if the message states "on net" it's considered on net rates. (a Telstraclear 027 number I just tried comes in as "on net")

My Compass MNVO number on the Vodafone network is considered "on net" to Vodafone callers and MMS traffic.
