I live in Karapiro, just outside Cambridge, and our property here doesn't receive mobile reception via Vodafone and has very weak reception with Spark. Our internet is with WxC (adsl). What would be the most cost effective solution to 'boosting' our signal for both Vodafone/Spark?

Vodafone SureSignal. Not sure if you have to have Vodafone broadband.
Spark option.

Vodafone SureSignal does / will work on WxC now / soon.
You may need to get a static IP in the interim and talk nice to @johnreader if this is not yet officially working on WxC.

Are there any options for both 850/900? Or is it just one or the other?

I think sure signal only does 3G / umts / wcdma 2100

Each is network dependent. E.G. if you got the 2 degrees cel-fi that does U900, it will not work for Vodafone U900. The cel-fi is locked to only the bands for the particular network.
Definitely the Vodafone SureSignal would be a great start. Then upto you if you want to spend the money on the Spark option too, which once you add a decent antenna kit & install, you're looking at $1500+.
