I just found out that calling a 2talk 028 VoIP number attracts mobile calling rates for callers from landlines, around 20-26c/minute. Calling back the other way costs 3.45c/min.  

That may be the case with other VoIP service providers; I don't know.

This is expensive for Mum in Wanganui if she wants to phone me on 028 for a long chat. (Looks like I may have to add the landline to my SNAP naked DSL for $5/m and a one-time charge of $65, to keep her costs down.) 

Is it that the landline telco's charging a premium to their customers to switch the call to 2talk, or is 2talk setting the high call termination charge?

While VoIP offers many advantages to users in terms of outbound call rates and extra features, it seems to disadvantage the people calling them from landlines. The issue of the cost to call VoIP numbers seems to be entirely missing from this forum.

I'm keen to be educated and hear thoughts from those in the know.
