Ding Ding Ding Ding Ding : Ice cream man , Ice cream man
Presso: Believe it or not I managed to find a work around last night. By going through the registry and disabling all instances of enableULPS (set from 1 to 0 ).
I now have instant start up on boot. yay for me.

Then tried out Cortana by setting the language and location to the US but then it wanted me to logon to a Microsoft account. I have one but it seemed doing that would mean I would need to use a Microsoft account logon for that PC and I much prefer a local account. Is that the case? The message was not clear at all.
You do need to sign in with a Microsoft account if you want to use Cortana - unless you're on a domain in which case you can add your Microsoft account alongside your domain account.
Is there a reason you prefer the local account over the Microsoft account for logon on that PC? There are a bunch of benefits you can get using a Microsoft account - including synching your settings etc across multiple PCs via the cloud.

freitasm: It seems the VPN properties bug was there before RTM and Microsoft promised it would be fixed. It wasn't.
Using Powershell and running this should fix it (I wanted the default gateway to be disabled):
Set-VpnConnection -Name "VPN-NETWORK-NAME-HERE" -SplitTunneling $True

freitasm: I will test on tablet, thanks. Just that insider builds don't get fast to RTM...
JWR:
I had done the upgrade on a virtual Windows 8.1 PC.
That was easy and flawless.
So I have finally completed upgrading my main desktop PC.
I had a few issues that required reinstalling the graphics driver and drivers for my Logitech mouse and G13 (game keyboard).
But, everything seems to be working OK now.
The PC seems (surprisingly) better! The Desktop and loading/running software just seems smoother and faster.
I know the impression won't last. Soon I will get used to it and it will seem the same as it always was.

I'm assuming these updates will be included in Threshold 2 due November?
