How do you set up using vista a home network using a router with filesharing so we can send files between computers through the network

Make sure you have network discovery, file sharing and public folder sharing turned on in the Network Center. You should then be able to see the other computers in Network. Share files and folders as needed.

Also make sure the network is correctly set to PRIVATE otherwise file sharing is blocked by default on the firewall.

Does ipconfig, ping, dhcp and 192.168.x.x mean anything to you ? go back to the basics, turn off the firewalls and check your IPstack.
