If one buys a pc with microsoft office professional 2019 installed and legit version. Is one allowed to remove from that device and install on another I presume by way of the reg number and a digital download

depends

Office 2019 can be purcased serveral ways

1. OEM - Can only be used on the PC that it was purchased with, to move the license to another PC is in violation of the EULA

2. Box Product, this is the full retail product of office and can have a deactivation request made to MS to re-activate somewhere else

3. Volume License - This is part of an enterprise licensing agreement with Microsoft - Not for home use

Is Office OEM still 'a thing' . I was told there is no Office OEM any more .

Anyway, you'll need the MS Login/pass that it was registered to.
Go to Office.com , sign in , look for the 'install' button .

If you have the Install key , thats useful . NOT the keycard number
Office2019 retail has a keycard number in the packaging , you cant use that as the install key .
