I notice that when you try to open a completely new tab in ie8, there is a delay which is proportional to your internet speed. When my broadband gets capped (over limit) the delay to open a new tab is very long (about 10 seconds) when net is fast about 1-2 seconds. And when many people surfing, somewhere in the middle.

I wonder why? I've set everything to NO CHECKS - all the IE settings, all my avg settings to not scan websites. But i'm not even opening any websites. I wonder why it needs bandwidth to open new tabs?

Have you tried Ed Bott's fix?

This fixed an issue I had on one machine where the Tabs opened really slowly.
