I have heard other ideas. For example a self-compliance GST system where you paid as the importer yourself however GST was estimated on each incoming parcel and you could be audited....

Compared to other overseas online retailers who aren't partipating? I technically guess so, but the $60,000 limit before you must partipate is so tiny I don't think any of the retailers will mind. The ones advantaged would only be selling an average of $164 a day to NZ'ers. And for local businesses, GST is optional under the same $60,000 cap too.

'Must' is the wrong word.

The NZ government cannot compel an overseas company to do anything whatsoever.

I have to say that I can't work out why GST is charged on shipping costs paid in another country to an overseas based shipping company.

If you lived 5 km from the airport, the part of that service enjoyed in NZ would be miniscule.

Because the "service" being offered is "delivery to NZ" rather than "delivery in NZ"?

Never fear, New Zealand Post is maximising your value by ensuring your package will enjoy at least five days (and sometimes much more) at one of their depots before making it to your door.

I'm not typically a conspiracy theorist, but NZ post has much to gain from the introduction of this GST requirement.

GST is a consumption tax. That's why.


 



Yes, on things you consume in NZ. Thus the goods are taxable.
A plane ride from, say, Paris to Auckland isn't being consumed in NZ though.

Logically, only the part of the delivery service delivered in New Zealand ought to be taxed.

If I am in Houston and I buy a flight to, say, Toronto, I do not pay GST on that so why should you pay it if a parcel did the same thing en route to you?

I realise logic and tax are not necessarily related due to the involvement of both politicians and civil servants, however....

How? It's not like they can clip the GST ticket collecting GST for the government.

 

Had they gone down the path of enforcing collection at the border NZ Post would have had a lot to gain - their paper is online detailing how this could be done and the costs. I think it would have meant several hundred fulltime jobs and from memory a $40 million investment in new warehouses and technology to check every parcel.

Interestingly, for the items that I've purchased from Amazon (USA) since Sunday, there has been no tax or import duties added and it is simply the shipping cost on top of the price of the goods (and the GST isn't in that amount as the shipping would be significantly higher) - i wonder what will happen when those goods arrive in NZ.

A poster on the trade me message board had the same issue, he complained to Amazon who gave him a voucher and were going to credit the GST back on delivery I think.  You should complain to Amazon.

Yeah I opened live chat with Amazon. The CS rep is claiming its not actually GST they charged me, reckons its something else but can't tell me what as they're not a tax expert. I'm told someone from their "tax team" will get back to me within 24 hours. Will update on what they say.

You get you thing GST free.

 

Customers is not going to stop things at the border unless they think it has a value of $1000 or more.
