If I ran a supermarket, the 12 items or less queue would come with Ts&Cs. "There will be a $1 surcharge on each item after the 12th item in your trolley. This charge is not refundable even if you decide not to proceed with your purchase. By placing goods on the belt leading to the trolley, you are agreeing to these terms."
I would then distribute the surcharge, in the form of a discount, to the people behind them in the queue.

Not necessarily. We don't eat much fast-food and haven't been through a drive thru for years - so if we went thru we would have to read the board to see what we wanted. Other people must be in the same position. I suppose we could go inside the shop but that defeats the purpose of a drive thru. Maybe they're only for regulars? I still reserve the right to read the board - at the risk of being a PITA.

Drive-thrus are not for 'regulars only', the board is there for a reason. Plus they have all these offers every now and then for which one needs to read the board.
freitasm:trig42: Apart from the 'Not getting your Ticket/Money/Pass out until you are at the head of the queue' on public transport, there is also the people that once they have got off said public transport (I catch a ferry) they stop and stand in the middle of the egress once they have moved off the gangplank. Well done, you made it off the boat with your draggy bag, now there are a couple of hundred other people trying to do the same and you have stopped in their way!
Also, draggy bags with slow draggers annoy me. But most times just a deep breath or two helps...
I give you a variation on this theme: people who get off an escalator and stop to talk to someone else (hey, we can't stop this machine!). Or people who walk in front of the escalator's exit to reach the escalator going the other way - can't they give a wide berth to avoid crossing the outgoing path so people can get off the escalator without bumping into them?

People who you have been following on the open road doing 80-90kph or so but then speed up to 100 when they reach a passing lane. Closely followed by those who try to pass you at the end of the passing lane right where the road narrows back into one lane.

I got exceedingly annoyed at a Countdown once, where the checkout operator very politely told the shopper in front of me, with 30 plus items in their trolley, that she was on an express checkout and they they would have to go and queue in a regular checkout lane. The next minute, the supervisor came bounding over, gave her a right telling off and told her to check the customer's items through. I felt totally sorry for the checkout operator, who by then had a very red face and eyes filled with tears. Meanwhile the supervisor had disappeared of course.
When I got to the counter I told her that as far as I was concerned, she had done exactly the right thing. I subsequently phoned the supermarket and asked for the manager to complain to. They were not the slightest bit interested - although I suspect I actually ended up speaking with the "supervisor" involved in the incident.

xpd: Nope they dont care.... once witnessed a shopliftert from a C/down store, wife recognized them, told store staff who said "oh, ring back tomorrow when our manager is here". So she called next day, asked for the manager, and got told "they'll call you later"... never did call. Yet my wife had the name, age, photo (from school yearbook, but still looked the same) and old address. Yet C/down just didnt care. Took the hit of $100 worth of product. Apparently this same person did it at least once a week....... found that out from another staff member.

jpoc: The store will have a quota for shoplifters. A certain percentage that will be expected and tolerated. If the store goes over-quota then they will come under pressure from HQ to improve and then they will be hard down on everything. If they are under-quota then why would they care?
