how does the whole international waters thing work. if you own a boat and you sail from new zealand to australia, do you need a permit or something to enter australian waters?

You and your vessel would need to go through customs, generally this would be done at a port with permanant customs services, but customs in most countries are often able to arrange alternative clearance locations.  Contact Australian Customs and they would certainly tell you what you need to know.
