It'll make a good wheel chock, but ideally you'd need a pair.

Given they only work with dumb exchanges I imagine you just get a busy signal back from the first line. But I did work with a guy at Telstra once who told me about when they were first installing their digital exchanges. Someone did exactly this: there was a diversion from a number off the exchange at Haymarket in Sydney, out to Blacktown, which number was diverted to the original number in Haymarket. 

One call to the Haymarket number and - POOF! - two exchanges off the air as CPU went to 100%.

I, ah, may have also been guilty of setting up an SS7 route loop once myself, with an SMSC configured to accept only a specific GT and route everything else back to the STP, but the STP was configured to send GT+(any extra digits) to the SMSC. That was fun.
