NILM and similar approaches are useful for both identifying individual appliances within a monitoring regime and to provide fault diagnosis for those appliances when they deviate from (or towards) typical profiles. Although there are no open source NILM/NILM similar projects I am aware of - there may be source available for some of the academic implementations linked in the page above.
