Lets say I have an ADSL line into my home/office, gets decent connection rates and everything works well. Then my ISP offers me a guaranteed minimum bandwidth of 2Mbps for $xxx a month.

Its ADSL - I thought it was best effort and nothing could be guaranteed ? Fine, they can assign me that bandwidth but what if my line rate drops and theres no way I can reach that "minimum" anymore ?

Trying to get my head around some things showing on some ISP bills Ive been given to look after.....

Meh... ignore this.... Unless ADSL is now capable of giving 5Mbps+ upload speeds, someones given me the wrong information on our accounts - there goes my day now, trying to sort out this mess :-p
