I have been having DSL speed issues recently and chorus blamed the internal wiring of my house

Upon inspection I discovered the wire running between the house and pole on the street, the sheathing has come away from a tree being close by so its exposing the wire to the elements.
There is also a second line running into the house (no longer used) but the wire for that line has been snapped

The cable is black twisted type and on the house side joins to another cable with gel tips

Is this covered by chorus? (appears to be a grey area)

Also, who is authorised to touch the wiring from the pole if it is a chargeable job?

Don't do anything except ring your service provider. This is Chorus' responsibility and they will fix it free of charge.

Those stats show there is an issue and if the lead-in is the old, thick, twisted cable it is no good for DSL anyway. Chorus will swap it out for a new 049 and you will be sweet.
