We have just moved into a place with a monitored alarm we knew we had to get a tech out to put filters on, he said that we didn't need one because it's a solution panel (these seem to work without a filter) is working fine but without the filter would this affect the speed as it's very slow.

Normally the techie will install a splitter in between the exchange and your house. I have a monitored alarm and that's what was done for our house. If no splitter is installed then the alarm can conflict with your broadband. Do you know whether this work has already been completed?
