Nothing to do with the 'ADSL2 upgrade'. MDR has multiple DSLAMs and without someone in Telecom advising you which DSLAM you are actually connected to, it'd be largely speculation as to how many subscribers are on the same DSLAM as you. Rest assured MDR does have more than 1k ports attached, though.

And with the ADSL2, they were meant to be implementing Ethernet handover.I am surprised that they state only 1K subscribers are at MDR, as I have reason to believe it is substantially higher than this. However perhaps this indicates simply the number of subscribers that are being migrated rather than the total number that are actually at MDR. It's also possible that you're on the AK Central exchange (Airedale St) noted last in the document with 12k subscribers.
My ISP, XNET is in Shortland street, a stones hop from A) Me B) MDR so it seems strange...

Have you actually seen an ADSL2+ connection?
As far as Ethernet UBS handover goes, only X-Net could comment on whether they have actually turned this service up. Scuttlebutt in the industry is that it hasn't happened (yet).
Geographic proximity doesn't necessarily mean much if you are unfortunate enough to be on a DSLAM which has congested backhaul - which will occur ADSL2 or no ADSL2! Ruling out X-Net's UBS backhaul as the problem, this is pretty much the only conclusion that remains.
