Thats a tough question to answer as everyone ahs their own opinions...

But regarding throughput.... you mean the DSL connection rate or the actual network traffic speed from the ISP ? (ie: downloads are slow)

Both issues should be referred to the ISP first.....  if its  the DSL rate youve got issues with, then the ISP should contact Telecom on your behalf and go from there. If its the download speeds, then the ISP should be able to look into it. If they cant find any issue then you could try another ISP.... or another router first to eliminate any potential router issue.

As xpd points, everyone has their own opinion, so the "best" provider is simply subjective opinion.

I would recommend you have a look at what is actually available and what the price points are by looking at the NZConnections site, then spend a bit of time reading through some of the threads in the forums section of this site for the various ISP's based on what's available.

From there you'll quickly get a feel for what users think of the various ISP's and services and be able to see how these thoughts are responded to.  But also bear in mind that people generally only post when there's a problem, so what you read will not be representative of the ISP's as a whole.

I solved most of my speed problems by replacing the router. Solved a few more problems by switching off bittorrent... Suspect there is an issue with telecom congestion too, but cant change that.

Time to find a new industry!
