Hi im looking at crearting my own personal website with a domain name whats the cheapest plan in nz? Im only a student lol.

There are two different things here:
1:  Domain registration which is a yearly fee for owning the right to use a domain
2:  Web hosting which is generally xyz $ per month

For registering a domain you can use any domain registry service you like, depends whether your want a .com or a .co.nz or a .geek.nz.

Some cheap NZ registrars are:
http://www.discountdomains.co.nz/
http://www.1stdomains.co.nz/
etc.. google domain registration

Regarding web hosting a standard "starter" plan is normally $5.95 per month.  You may need to know what technology you want your site in.  For example if you want to use a wordpress blog you would typically go for linux/apache hosting or you wanted to use Microsoft technologies like asp.net you would go for windows hosting.
