Put quite simply, you will never get "line speed" out of your torrents, theres numerous reasons for this, popularity of the torrent, seeds vs peers, geological location of said peers, and more importantly the traffic shaping that happens at your isp (which is there for a purpose, if everyone was getting line speed on p2p, NZ internet would be a complete shambles!) So be happy your getting what your getting, it wasnt too many years ago you would be happy getting 30kb!
For example i can pull 1300kb/s off microsoft.com (i synch at 20mbit to my cabinet) but ive never seen my torrents go faster than 400kb/s, and that was a once off.

Best thing you can do is what youve already done.... some days I see 100k or less then other days Ill see 400+. Its a pot luck really... if its a popular torrent with lots of seeders then it should come through at a reasonable rate.

You won't get full torrent speeds because your plan is shaped
