why is isp not offering Annex M or why is telecom to putting it in the exchange?

they offer it in AUS but you gotta pay 10$ more iirc

would be nice if they did indeed offer it here

It took ages for iinet to get permission from Telstra in Oz because the higher upstream speed was thought to cause excessive crosstalk between the downstream frequencies of Annex A. Compatibility with the spectrum management plan here should be easier to prove, but no LLU provider so far has gone for the Zhone gear that supports Annex M.

Time to find a new industry!
