Does anyone know if the telecom / vodafone bid for the rural broadband initiative is avaliable for public viewing.

As far as I can tell / heard they are getting money to put up more cellular towers at almost every rural school and to expand their networks.

I believe the description unholy union was reported in computerworld but I thought there needed to be some sort of 'open access' component to it.

Does anyone know if this is tower access with regulated access pricing, or is it more of a wholesale cellular network access design like 2degreees has with vodafone?

I am guessing they will be using their cellular networks if they can put the towers near schools, and they have alot of sub 1ghz radio access to serve the non-line of sight households better.
