is a normal dvd burner that comes with desktop computers not able to burn Blu ray discs??
or is there a program u can download so it can, Like you can for dvds(dvd shrink)

No they can not.
And no there is not.

You would need a special "Blue Ray" burning drive. I am not sure if they exist for the PC yet? Or if they will burn normal DVD's and CD's aswell.

edit: Looks like they are around US$1000, and burn DVD's slower than a normal DVD burner. Still not sure about CD's
