I'm looking to get new business monitors for our team. We will be using dual monitors mounted via VESA onto a a monitor arm.

Am looking for:
1. thin bezel
2. matt bezel
3. matt screen

I tend to have a preference for Philips or Samsung for business monitors, but happy to hear suggestions.

Our current screens are 22" Samsung SyncMaster SA450 1680x1080

I am not sure about the dell current range, personally I like to buy 2 year old ex-lease equipment for myself.
But I must say I have just purchased a couple of 2 year old Dell 22" wide screens and they are wonderful.

The key is to make sure you have two screens that are the exact same age, and model.
That way the colour fade will be ~the same, the warmup is the same, and you can set the monitor settings to be exact.
There is nothing worse than dragging an app onto a second screen and dealing with a different resolution, or colour tint when trying to deal with two spreadsheets at once.

Dell U2412Ms are definitely your best bet if you want a high quality IPS panel with a matte coating and matte bezel. they can be a bit pricey for some though. I'm not saying they're expensive what what they are, they're worth every penny, but models from Asus, LG or Samsung are generally cheaper.
