Ive always searched with a site extension (not as guaranteed).  e.g. add "site:nz" to your search.  Will only include websites that end .nz

And taking a look you can still do a region search under settings from within Google.  Is that what you meant?

I am also having this issue on all of my devices, even my work PC. Even my partners laptop and phone is doing it. It seems that it still does a localised search but defaults to google.com which doesn't have the country specific search option.

Is anyone else having this issue? Or have a way to fix it?

Are all these devices connected to your network? Because the IP address I see here for your post is identified as a US number...

I posted from my work PC (I know they use various proxies and vpn's), but my phone is either on my home wifi or on 2degrees data.

I am also having this issue, maybe a couple of months ago Google started defaulting to google.com rather than google.co.nz for all my searches so I don't have the country filter option.

Are any of you doing safesearch enforcement/DNS filtering/DNS blackholing?

Yeah I also noticed Chrome started defaulting to Google.com both on Android and Windows 10 some time ago - but haven't gotten around to figuring out how/why...

Option is still available in the advanced search, but yes is gone for me also under the 'Tools' option where it use to sit.
