This might be a stupid question but want to do it right. 

 

I'm upgrading my GPU from a 1x 8 pin connector to a GPU with 2x 8 pins.

 

in the photo the top right connector is my GPU. Can I just use a spare one from the row below for my second power connection ? They’re all marked  PCI-e?

what GPU and what PSU do you have?

 

Can you just use the daisy chain connectors on the first connector to the GPU as long as its not an 80 or 90 series card it will be fine

yes as your GPU is coming off the PCI-E on the top row so you can use a PCI-E on the bottom row with no problems

 

you should have got 3 of those cables in the box

This won't apply to OP as a 9070XT draws over 300W. But for those who have GPUs that have 2x 8pin connectors but draw less then 300W: if you have 2x 8pin connectors coming off the same cable, you probably don't need to use 2x separate cables. A single cable (assuming 18 AWG) can handle ~300W and each 8pin connector (PCI SIG) ~150W. If it's close to 300W then 2x separate cables for extra safety margin is not a bad idea. If it more than 300W then defo use two cables.

 

Or at least that's my understanding, hopefully someone else will correct me if it's wrong or verify if it's right.

it really depends on the internal design of the PSU. how much power is able to go to which output, peak or constant, etc

not really, they are designed to a standard, ATX 2.0 or ATX 3.0 which dictates how things are arranged and their outputs.
