Personally Id try to go for a 500W minimum PSU, just covers yourself that little bit extra if/when you upgrade :)

A cheap cheap option is just to sellotape another PSU on top of your current case and run the fans off that :-p

I say go with a corsair TX-650w.
not the cheapest option, but a good solid PSU that would cover you if you ever wanted to upgrade/add more stuff in the future. (would have enough grunt so you could add another 4850 for crossfire for example). its $189incl gst from computer lounge.

wont comment on the case as thats more personal preference, whereas the PSU really matters (especially if you want to overclock)

I like corsiar myself for PSU and for size i'd go 550w +

For the case have a look at iCute on price spy.

I know it's a stupid name for a case yeah yeah but you can pick up there cases with a plexy window + ∞ fan mounts (Bit of an over exaggeration) but seriously they can fit heaps of fans for under $100

Totally depends on the budget.. if he wants quality I'd recommend Antec 300 case and a Corsair PSU too but I suspect he's looking to spend less than $150?
