I believe it's up to the PDA manufacturer to make it available as a ROM upgrade. I know Dell have done this for the Axims that can handle it.

Windows Media Player 10 Mobile uses some new functions implemented at OS level, and it requires a full ROM release. HP has also released an update for their rx37xx series.
