I have a racing seat setup, and steering wheel controller for the PS3, which I want to replace

I've looked at Logitech's and ThrustMaster's current steering controllers.

They seem to either support Xbox One OR PS4, but not both.

Is there any steering wheel controller that supports Sony and Microsoft consoles?

Cheers

Doesn't look like it. There are ones that support PS4+PC though, perhaps if you have a windows pc you could stream Xbone to PC and use it that way? (No idea if this would actually work but I've heard that it does work to use xbox 360 controllers with the xbox one)

I did a little research, and the answer seems to be "no"

Both Sony and Microsoft require their own respective security chips, which they tightly control, and use different standards.

What's the deal with steering wheels for PS4 and Xbox One?

Apparently the Fanatec Universal Hub (with your choice of wheel etc) for Xbox One does actually work with both, but for some reason they are unable to advertise it.

Very expensive setup though.

Also trademark issues on the logos on sony buttons, and also the xbox button that need a license to use. That is why the generic controllers just have a blank or a plain text logo on those buttons.
