If anybody here played Runsescape a couple years back and does not anymore, is there any possibility they could could give me their account details, even if it was noob.

Account trading (even if it's done for free) is against the rules.

Is there any particular reason why you can't just start a new account?

Because there are things from about 5 years that are hard to obtain nowdays, and people who started playing years ago and have stopped may own an item.
