Any time my flatmate is watching video on her iPad it takes the full bandwidth, blocking out every other device. Laptops, browsers, youtube, android apps, PS4, nothing works.

The router is a Fritzbox 7490. The connection is 1.6Mbit down and 504k up. I've tried removing the Fritzmedia video streaming prioritisation. And tried prioritising Any, surfing, bittorrent. FTP server and http server for my laptop but it makes no difference at all.

Is there any way force it to let us all share the internet?

What your likely struggling with is upstream congestion from icloud syncs.

Given your line speeds you have quoted, I would recommend at-least a master filter installation.
