Hey im new here,
    OK i just bought the bluetooth dongle yesterday and installed it and stuff today, but when i try to send a pic or somthing to my phone it wont work, my phone is bluetooth compatable. but it still wont send or recieve anything...

Welcome to Geekzone... Some mobile phones don't have the required profile, and in some cases you have to use special software (supplied with the phone or third party) to transfer files.

It would help if you told us what model is this?

It was a bluespoon by toshiba.....and that is all that i found....i got it to work for only three tranfers then it just didnt work at all....so im going to return the product tomorrow....do u know what product will be appropiate for the MOTORazar? And where i might be able to obtain it?

I would look into the phone configuration first before assuming the Bluetooth side on the PC is faulty. Check that Bluetooth is actually turned ON, and that it is configured to be discoverable.
