No part of the fibre network requires power, so yes.
BTW there is no such thing as a "street cabinet" any longer either, at least in Chorus areas. These only existed in the first year of the UFB rollout. The architecture has moved on quite considerably to ABFAT's closer to the premises.

jnimmo: Yeah, in there is a passive splitter in the street cabinet which connects from memory up to 12 houses in to one fiber which goes back to exchange. Meaning it is lit from exchange. Or is passive splitter at exchange? That would make less sense but allow for unbundling
