Environment:

ICS Enabled on 802.11b adapter on laptop
Bluetooth Network @ 700 kbs enabled laptop

Using a bandwidth meter for my WiFi adapter, I can measure the bandwidth used when browsing with my HP2200 connected via BT PAN. Ideally I should be reaching 90KB/s but I'm consistently reading between 30-40 KB/s. Signal meter is optimum. Is this typical? Is the WiFi creating additional interference? Downloading the same file from the Laptop reaches 180 KB/s consistently (1500/256 up DSL)

That's what I've seen when connected via Bluetooth. Some reported lower speeds, but I'm getting this on my H3970, and also on my latptop when it's connected my network via Bluetooth.
