I have a phone cable running in the roof space. Can I splice into it to provide another outlet point in the wall beneath? Thanks.

yes, but this will cause you some performance issues with your DSL internet (assuming you have broadband). 
It is better to run a new cable from the master jack point (where the outside cable meets the first inside jackpoint), to your new location......however you might find that the rest of your house is essentially 'daisy chained' anyway rather than 'star' wired. 

Give it a go and see what happens with your internet performance.
