What am I doing wrong? Iphone won't back up but don't have much saved on phone. Complete tech newbie so please bear with me! Just found this site...😉

Do both the iPad and the iPhone have the same iCloud/Apple Account on them?

In Settings/iCloud have Photo's Turned on?

Settings/iCloud/Photos have Upload to my Photo Stream turned on?
Running Different Versions of iOS on both devices (one uses non beta and one doesn't use Beta iCloud Photo Library?
