My wife is involved with a company developing an app on iOS and Android - the developers are working happily with it, but now we need to enable 2FA on the primary developer account as per Apples terms from Feb....  catch is, it appears you NEED to have an iOS device to enable this - and my wife dosent have one. She could get the devs to do it, but obviously would rather she retains overall control etc.

 

So whats the cheapest device she could look at to enable this ? Im guessing it'd need to be running a fairly recent iOS.

 

Else I could try the whole virtual Mac path.........

The ipad2 wont run anything higher than IOS 9 and the 5C tops out at 10...

 

If there is a requirement to run a current version of any app you are likely to run into problems...

iphone SE (6S) is the oldest iphone that will support ios13, and you can get SEs really cheap these days, and they are still great phones. The ipad air 2 is the oldest ipad, but that will likely cost  a lot more than the iphone se, which is a bit ironic, since the iphone likely  cost a lot more originally and is newer. ipads seem to keep their value far better.
