I have an iPad 5th generation and I have this nagging error message (iCloud Storage almost full)and don't know how to get rid of it.

It's the 128gb one, with 97.67 available.

And I don't want to start paying for iCloud.

Perhaps some one could advise.

Go to settings->Your Name->iCloud to figure out what is using your storage. You get 5GB free, any more and you need to pay for it. Once you know what's using it up, then work out where to store that info instead.
