A friend had an iphone that she wants to give to somebody else. It's still attached to her account. Should she just delete it from her account and then factory reset it or should the factory reset be done first.

I have no idea since not in the Apple ecosystem

Very very important this process is done correctly otherwise it will cause continued issues. the first thing to do on the iPhone she wishes to give to a friend is turn off the find my iPhone feature. logout of iCloud then do a factory reset.

Ideally they'd need to sign out of iCloud from the iPhone and this should prompt them to turn off Find My as well. Otherwise the device will be activation locked if a factory reset is done without turning off Find My first.
