in the news alot recently have been gps devices giving the wrong directions because of new roads being built or changed and the maps not being updated fast enough. is it possible with gps devices sold in new zealand like tomtom and navman to manually browse through the map instead of the gps telling you where to go? do all gps devices have this manual feature or only some?

Not sure, Garmin Mobile XT on my Nokia N95 sure does (as do most of the other GPS software solutions I have installed on there - Google maps, MGMaps, Nokia Maps).
