We are getting download speeds of 0.83mbps and upload speeds of 0.71 mbps. The modem is brand new and so are the filters and the speeds we are getting are from the computer which the modem is connected to via ethernet cable with all WIFI connections turned off. Slingshot tested the line to our house and they say they are getting speeds of 6 mbps. Could it be the wiring in our house or something else there are only two jack points but i noticed they seem to be connected to each other. Servers perhaps? We live in Blackball on the west coast in the township not rurally

Just re-read your post. If you're in the Blackball centre you're in a 1mbit area being served off an ASAM not connected to Fibre. Your speed will suffer especially during peak time.

Your only option is to look at either Vodafone RBI or a wireless provider. You're not on the RBI list so there is nothing anyone can do regarding your connection to improve it.
