I am wondering if devices like this http:vadgmbh.de/index.php?ILNKID=55&iL=2 could be used to improve indoor reception of DVB for personal use as well?

Hi, exactly what is your intention with this. A repeater (infact translator) like this is capable of covering quite large geographic areas if appropriately positioned. However at 37dBm output power you would need a licence.
