If she is having more luck with the indoor, why dont you swap antennas/STB and determine if it is the box or the antenna at fault. Then, have a look at your cable and antenna on the roof, and see if there is any corrosion, or breaks in your cable.

The highest gain (13-18dB) antenna I have seen for sale is 91 element with corner reflector like this one http://www.hillsantenna.com.au/cattleprod/products/A1304SUP.
I'm sure some of the old Sky UHF ones around are even longer.
I'm after a very high gain antenna myself for fringe reception of FreeviewHD (DVB-T).
A 32 element antenna with masthead amp isn't quite sufficient (can get Kordia mux but not TVNZ or Mediaworks).

What sort of cable and connectors are you using for the current aerial? If you're using old cable and connectors these they could well be contributing to the signal problems.

If your mum who I am assuming is in the same house(?) can get DVB-T fine with a indoor aerial then putting is a high gain aerial will just give you more problems. With TV signal there is such a thing as too much.
You need to check the cabling and aerial itself.

You're only using the old coaxial (not ribbon) cable right, not the old VHF antenna? A VHF antenna is completely useless for FreeviewHD on the higher UHF channels.

freeviewfan: what is the strongest antenna for dvb-t ...

Unfortunately the issue is a bit more complex than what is the strongest (highest gain) antenna, and that must be the best. The ATV (Aerials and Television) Website can help you understand the factors that are involved in selecting the most appropriate aerial. Just be aware that it is a British website, and any transmitter-specific information they have relates to British transmitters not ours. Having said that the basic principles of aerials and digital TV reception are the same worldwide.

Check:

The aerial aligment.

The state of the connection between the cabling and the aerial.
-ie open the aerial box and clean up the connections.
(I'm assuming an 8 year old aerial does not have F connections)

The aerial cabling is RG6 Coax and nothing else.

The cable goes directly between the TV and the aerial with no splitters or old amplifier boxes along the way.

These few checks take say 1 hour max and do not cost a thing.
Something is very wrong if you get freeview via an indoor antenna and not via an outdoor UHF aerial.
My advice would be to keep your $500 for something nice, or use it as a last resort.
