I'm looking for a portable device that can display the VGA output (and ideally emulate USB keyboard and mouse) of headless terminals on a laptop or mobile device (via VNC or through web browser).

If you are a reseller, have a chat to these guys (who have fantastic support levels and the tech team's product knowledge is impressive IMHO).  Have bougt one in the past from them but sent it straight to a client and never played with it.  http://www.snappernet.co.nz/contact/sales/

No I'm not a reseller.

I've been looking at USB KVM devices like these which seem pretty pricey:

 

At minimum I could probably get away with some sort of USB VGA capture device to view the terminal display on my laptop, I'd just have to carry around a small USB keyboard / mouse.

Ideal would be some small device that connects to terminal's VGA / USB and pipes over network via VNC which I can control via Android VNC client.

When we were looking, I was also surprised how pricey these things were.

Have a look at the ATEN IP8000 or ATEN CN8000 which are available from one of my favourite distributors for around $400 and $500 +GST respectively.  I appreciate that at the price you would have to really want one.  We could help with supply if you wanted one of these, though it would be done as a favour as 'selling to the public' is not our core business.

If you find something notably cheaper I would be interested to hear about it, but pricing I see at a quick glance using your links above does not look much different.  If some smart developer was able to make an inexpensive adapter that could be driven by an inexpensive processor board like a Raspberry Pi or similar that would be nice.
