Just read this article about Visa and Mastercard opening up their APIs to App makers to allow Host Card Emulation in Android 4.4/KitKat

My understanding is a bit limited in the grand/global scheme of things - would we need our banks here in NZ to allow this or can it be done transparently to them and I can just load my card (somehow?) up in one of these apps and use it for paywave type transaction and the bank never knows the difference?

That's how I'd take it.

Ringing in the electronic passport (not passport passport, but linked cards etc)/virtual wallet age. Likely to give you a virtual wallet with ability to use the NFC functions as you say, as a card. I guess this is the walk-by skimming they were worried about comming to fruition :)
