This is not about unreasonable permissions requested, but I am wondering why Microsoft Word now won't open, saying I need to disable other apps from being able to draw over it.

Can't work out how this might be required or even achieved as some messaging apps and keyboards need to draw over to function.

My guess is because it may affect drawing in word / onenote

Uninstall I guess if it won't play nice with other apps, how do I even use word if keyboard draws over other apps and it doesn't like this permission.

do you have a office 365 account from your company that you are using with it?  has the company enabled MAM (mobile application management) policies at the back end to prevent you from copying data between office apps and other apps?
