Hi guys, is there anyway possible (paid or free) to get IOS games running on an andriod device?
Well not really games, but an app called "Kotoba" the best free japanese dictionary :)
whether it be emulation, rooting my device, is it possible?

iOS and Android are both essentially Unix-derived systems, but both implemented in completely incompatible fashions (Android uses a Linux kernel, iOS uses a Darwin kernel).   While it's _possible_ for iOS apps in Android to be emulated, it'd require a huge amount of reverse engineering and ideally, access to libraries and documentation that Apple would never make available to anyone outside of their own development team. 

There was a short-lived iEmu project to do just this, but it never really saw the light of day, I'd imagine they received a letter from Apple's lawyers and quietly went away.

Short answer: "No".
