The PM's words (as transcribed by the media) on how restaurants/bars must operate (i.e. essentially that they can't open unless people are seated, have servers and no counter service) don't match with what's on the guidelines. See:

This means that most businesses can open their premises to the public, including:

bars and cafes
hardware, gardening, and clothing retailers
butchers, bakeries, and fishmongers.
Hospitality businesses should keep groups seated, separated, and use a single server if possible.

I am actually more inclined towards there being a disconnect between what the PM was given as a script to read out versus what is on the website. The guidelines do generally reflect the core aspects of the PM's speech but a lot of the crucial details don't line up.

I’ve noticed through this that most of what the prime minister has said in the briefings has been incorrect in comparison to what has been written elsewhere, or how other organisations enforce the rules.

For example, under level 3, the COVID website and prime minister said “travel within region is acceptable.”, Civil Defence have interpreted this as “Your Civil Defence region”, which is depending on where you live, not necessarily your Provence. Where as, explained by a police officer to me “ no more than 10 minutes from home.”

So if the message from on top is not correct, who do we believe?

Otago University epidemiologist Professor Michael Baker told Morning Report that New Zealand and Taiwan had taken very similar paths in suppressing the virus.

The only significant difference was over wearing masks.

Taiwan has gone for 25 days without a single local case, has recorded fewer than 500 cases and just six deaths from Covid-19 after early intervention.

"They require masks in certain public enclosed places like public transport in particular," Baker said.

"It's encouraged but optional in other places. Many shops would require wearing masks and some schools do, but it's not universal."

I don't think so. I went into that part of the speech with the impression that this is what L2 "could" look like, that details were to be finalised at the last minute when all information had been reviewed, then finally that a "level 2.5" may be what we'd have for a while.

If there's a serious mistake IMO - it's the same mistake that was made when shifting L4 to L3. It seemed many people took the announcement of what it could be like to act immediately and assume that should be okay let down their guard. It looks like we got away with that.

I made the mistake of listen to talkback radio on my way to the COVID-19 testing station last week. There are some Trumpers in this country, I tell you that.

Am I correct that there won't be any 1m physical distancing between workers in their workplaces, nor students in schools under level 2? I wish they would have a compassion table so people can easily see the differences in more detail. Personally I think we need another week to detect possible undetected CT and for them to get down to a more consistent level. It does appear that with more testing that they are weeding out a few more CT cases that potentially could have spread outside bubbles if we're had moved down to level 2 already. The fact is as per Q&A a few nights ago, some people will develop symptoms and not think much of it for a week or so before they will bother to get tested, especially if it gets worse. So that adds another week on top of the possible incubation period. This is one reason some people were infected before level 4 commenced but weren't detected as cases until the end of level 4. Also looking at level 1, that pretty much looks like normal life for most. The only difference seems to be no international travel which many people don't do regularly anyway. Plus that is something that isn't going to be possible due to it being a global problem until vaccine or full proof treatment comes along.

You could be right about what the PM was intending. As for whether we got away with L3, the pessimist in me thinks there are nightmares to come yet.
