I am all for slagging an ISP when they make silly decisions or under perform consistently, but give vodafone a chance to investigate.

If the issue is not resolved in a few days (once formal ticket lodged), then start jumping up and down.

Not even a few days it could take more than that, The connection is not dead

I was on cable 130/10 plan and for 6 months was getting speeds lower than 100. I decided that I was getting less than I was paying for so changed plans to 100/10. 

Now I am getting less than the 50 plan so should either change to the 50 plan or VDSL. This hasnt just been happening a few days....

Good luck doing that without penalty. Refer to the T's & C's - "best effort service".
Having said that, at least give them a chance to try and fix it (it looks like John has stepped up to the plate here).

For the last couple of weeks I have been experiencing peak time congestion in Kapiti. I run a lot of Netflix and HD YouTube and get a lot of stuttering and buffering.

Speed test to a Vodafone server is good but international is poor. On the 100mbit unlimited plan.

You can't expect international to be the same as national, If local is fine at peak then not an issue

Certainly don't expect full rate internationally but when I am unable to stream a single HD YouTube session in peak hours it is frustrating.

Please do not test over WiFi and make sure you don't have uplink saturation at the time of testing
